dizzy is partially right. the thing is that you have to beat the regular staff ghost by seven seconds minimum.(with the exception of ghost valley 2, yoshi falls and a few other courses which you only have to beat them by a few seconds) got that overweight waffle. good.
My friend and I went to get together for a race online tonight (from different Wiis). We wanted to race eachother along with others in the region or world. We just didn't want to have a 2-player race.
In the end, we were unable to get into a race together. What we tried was that I started a race in a region, then he found me and selected to join the race. However, it kept putting him in a different group. Then I tried to join his race, and the same problem occurred. We had no problem opening up our own private room or whatever, but didn't want just a 2 person race.
How do you go about joining up with a friend on a regional or world race?
I think what you tried originally is the right, and that I know the only way, to join a friend on a worldwide/regional race. If you see a friend is connected go to the friends room select the friend that is online and click join the race.
It has always worked for me, so far. I have been able to join and race friends in the US, UK, Brazil. The only times it fails to connect is when I have someone playing with me in my console and we try to join someone and I guess it fails because there may be 11 or 12 players, thus there is no space for the two of us to join and it gives me an error message saying "Unable to connect" or something like that. It could be the case that when you two are trying to meet on a worldwide/regional race you are having very bad luck and the room is already full, thus not allowing you to meet. But if you keep trying if should work at some poing because people usually come and go out of race rooms.

OK Search expert staff ghost times on youtube
Go to the course your working on and check the unlock time with your ghost
If your ghost is the same As the unlock time or Better you 've unlocked the expert staff ghost
